Conducting the survey are the Ecumenical Institute for Labor Education and Research, Inc. (EILER, Inc.) together with the London-based International Transport Workers Federation (ITF). The survey wishes to know more about work conditions in call centers in the Philippines and promote international labor standards.

EILER, Inc. is a church-based, non-stock, non-profit, nongovernmental organization. The ITF, meanwhile, represents 4,500,000 workers in 148 countries.
