Eleven days ago, on Sept. 11, the Supreme Court had already issued a temporary restraining order against the ZTE contract. So what’s there for Mrs. Arroyo to suspend?

What she should have done is to cancel the deal altogether, and promise to the nation that her administration will not obstruct the work of the Senate and the Supreme Court as these institutions take turns investigating the wisdom and legality of the controversial contract.
